Tenant Management Organisations

All council house residents have the right to take charge of managing their own homes. This means they can handle some, or all, of the housing management tasks on behalf of the council.

To assume management responsibilities, tenants must create a constituted organisation called a Tenant Management Organisation (TMO).

The committee members of the TMO become directors and have the responsibility to run the organisation in accordance with the TMO's constitution and the law.

Tenants involved in the TMO process must first undergo comprehensive training to acquire the necessary skills and competencies required to manage housing and business services effectively.

Once established, the council and the TMO enter into a formal legal agreement known as the management modular agreement (MMA). This contract clearly outlines the roles and responsibilities of both the TMO and the council in delivering housing services to the properties under management.

The services provided by TMOs are primarily funded through management fees paid by the council as per the agreement. It's important to note that the properties still belong to the landlord, and in the case of local authority housing, tenants remain tenants of the council.
